The purpose of the fuel filter on your boat is to keep water and other pollutants out of your fuel system. Because water is heavier than fuel, a fuel filter housing will separate the water using gravity and centrifugal forces before letting it descend to the bottom of the filter house. Your boat's fuel filters need replacement as part of routine maintenance and oil changes, which should be every 200-300 hours of operation or on a calendar basis, such as semi-annually or quarterly.
