The inlet valve is opened before the piston hits the top dead center on the exhaust stroke, providing the least resistance to the incoming flow of air and fuel mixture as the piston begins its induction stroke. It also has a lag in shutting after the piston reaches the bottom dead center and begins the compression stroke, allowing it to take advantage of the incoming mixture's reluctance to stop flowing as the piston closes its induction stroke.
