12X18 US YACHT ENSIGN (811-1118) specifies that vessels have a "national character" and, as a result, shall fly a flag (ensign) that reflects their national identity when operating in international or foreign seas. Vessels duly recorded under the federal vessel documentation act, boats owned by government bodies in the United States, and crafts in the United States military certainly have U.S. national character and thus legitimately hoist a U.S. ensign to demonstrate that character. Small, non-registered boats owned by U.S. residents and not registered in other nations may also hoist a U.S. ensign to demonstrate their national character. When operating in U.S. waters, 12X18 US YACHT ENSIGN (811-1118) is frequently used in place of the national flag. This flag was legally required for licensed yachts from 1848 to 1980, and the practice remains among all U.S. pleasure craft in U.S. waters due to longstanding historical use and custom.
