The starter outside seems to look fine, but the inside is already corroded. Because of the water from the bilge being pushed into the boat by the flywheel. Water gets pumped into the motor portion of the starter from the flywheel and will not drain out. The Rust and corrosion will corrode the starter's internal components. The usual culprits are the leaking exhaust manifolds, gaskets, and risers. Damage to the mounting pads indicates the starter has been loose on the engine caused by water ingestion into the cylinder. The bolts and mounting pads will experience additional stress as expected under typical load circumstances.
