The needle and seat are the first contact points for fuel entering a carburetor. It is essentially a primary valve. The needle is a shaft with a pointed end that seals against the seat to prevent fuel from entering the carb at a certain level. No fuel can enter the float bowl once the needle is firmly seated in the seat. It keeps the engine and engine compartment from flooding.
